The requirement to fill out an entry declaration to Israel is abolished

Starting at midnight on Sunday 9 October 2022, it is no longer necessary to fill out an entry declaration for Israel.

This is stated on the official government website.

Anyone who, after returning to Israel from abroad, feels unwell within 10 days (regardless of age) will have to undergo a PCR test. Unlike the antigen test, the PCR test is able to identify new strains of coronavirus that may enter the country from abroad. The test can also be taken free of charge at the airport from 8:00 to 22:00 in the waiting room after baggage claim and at the end of customs control.

Before arriving in Israel, if you have confirmed coronavirus and have not yet recovered according to the rules of the State of Israel and the rules of the country of departure, do not board a flight or cruise.

Information for tourists:

Attention passengers entering Israel

From May 21, 2022, the Israeli authorities have canceled the requirement to test for coronavirus before flying into the country.

The cancellation of the requirement for PCR tests before flying to Israel applies to both citizens and tourists.

We remind you (!) that passengers still need to fill out an entry declaration for Israel within 48 hours before boarding the flight.

New rules for entering Israel

  • No later than 48 hours before the departure of the flight to Israel, the passenger must complete the "Entry Report" form and obtain an electronic authorization from the Israeli Ministry of Health and a green pass, which must be presented before boarding.
  • Passengers and crew members who have been outside of Israel for more than 72 hours must provide a negative PCR test (done no more than 72 hours before departure). The PCR test must be in English and contain a series of a passport, which is provided at registration.
  • Upon arrival in Israel, passengers undergo PCR testing at their own expense and remain in self-isolation until a PCR response is received.
  • At the moment, transit through the State of Israel is allowed only for citizens who are residents of Israel.

Entry of vaccinated and recovered foreign citizens is allowed

The head of government and the ministers of health, tourism, internal affairs and transport made a decision that from January 9, 2022, Israel will open for vaccinated and ill (as determined by the Ministry of Health) and foreign tourists arriving from all countries, except for the countries of the "red zone".

Tourists must do a PCR test or antigen test before flying to Israel, immediately after arriving at the airport. Ben-Gurion's PCR test and quarantine for the first 24 hours or until a negative PCR test result.

[ ! ] Foreigners who have not been vaccinated and who have not been ill cannot enter Israel.

  • Moderna
  • Pfizer
  • Johnson&Johnson – Janssen
  • AstraZeneca
  • Covishield
  • Sinopharm
  • Sinovac

Criteria of the Ministry of Health for the recognition of a tourist vaccinated or ill

Persons vaccinated with Moderna, Pfizer, AstraZeneca, Sinopharm, Sinovac vaccines:

  • Vaccinated with two doses and after receiving the second dose of the vaccine, at least 14 days passed before entering Israel and no more than 180 days before leaving Israel
  • Vaccinated with a "booster" dose and at least 14 days elapsed from the moment of vaccination before entering Israel

Individuals vaccinated with Johnson & Johnson vaccine:

  • If, after receiving a dose of the vaccine, at least 14 days have passed before entering Israel and no more than 180 days before leaving Israel
  • Vaccinated with a "booster" dose of the vaccine (if after receiving the dose of the vaccine, at least 14 days have passed before entering Israel)

Recovered:

  • Presenters of a digital document (which can be verified by the Ministry of Health) of a positive NAAT test result (molecular test – for example, PCR)

Rules of entry/exit for tourists to/from:

The countries of the "yellow zone" and "orange zone":

  • Unvaccinated individuals will have to go through full quarantine
  • Individuals who have completed the full course of vaccination or recovered will have to undergo quarantine for 24 hours or until a negative PCR test result is obtained upon arrival at the airport in Israel
  • Persons who have not passed an additional test on the 3rd day of stay in the country will have to go through full quarantine
  • Entry to foreign citizens from all states is prohibited, with the exception of cases approved by the Commission for Special Cases
  • Travel to the countries of the "yellow zone" is allowed
  • Travel to the countries of the "orange zone" is allowed, but the Ministry of Health does not recommend traveling there due to the incidence of diseases in them

Countries of the "red zone":

  • Persons who have been in these countries for the last 14 days, even if they have completed the full course of vaccination or are recovered, must undergo full quarantine
  • Passengers will be able to undergo quarantine at home, provided that they agree to the technological control of Ekemon
  • Passengers who refuse technical control will be quarantined at the hotel
  • Entry to foreign citizens from all states is prohibited, with the exception of cases approved by the Commission for Special Cases
  • Traveling to the countries of the "red zone" (countries with the highest level of risk) is prohibited for citizens and permanent residents of Israel, with the exception of those who have received permission from the Commission on Exceptions
