The procedure for crossing the State border of the Republic of Uzbekistan



1. The pass is carried out according to valid documents for the right to cross the State Border.

2. The final decision on the passage is made by the border control unit after passing through all types of control at the checkpoint.

The document provides for the clarification of some concepts and the consolidation of new terms. The term "border search" is introduced - this is a set of measures carried out by the border troops of the State Security Service in order to detect persons hiding in vehicles and goods hidden in them, the transportation of which across the state border is prohibited.

Also, from now on, inspection of vehicles and cargo when crossing the state border will be carried out by joint orders of customs authorities and border services.

The document was published in the state language and entered into force on September 30, 2022.


All persons, vehicles and goods crossing the State Border must pass:

Border (passport) control:

Border control – checking documents for the right to enter Uzbekistan.

Passengers go through border (passport) control, during which they check their documents for the right to enter Uzbekistan.

Arriving without a visa, you must contact the consulate for a visa on arrival.

Sanitary and quarantine control:

Sanitary and quarantine control - a set of measures carried out by sanitary and quarantine units of the territorial Center for State Sanitary and Epidemiological Surveillance at checkpoints in relation to persons, vehicles and goods arriving across the State Border.

A complex of anti-epidemic measures is being carried out, a medical and sanitary examination of persons according to epidemic indications, an examination of their vehicles and goods.

Phytosanitary control:

Phytosanitary control is a set of measures carried out by state plant quarantine inspectors at checkpoints to check goods, regulated products and plants transported (in transit) across the customs border of Uzbekistan.

Plant quarantine subdivisions can detain, withdraw, if necessary, return regulated products upon detection of quarantine objects (harmful organisms of quarantine importance in the world).

Veterinary supervision:

Veterinary supervision is a set of measures carried out by border control veterinary posts in relation to animals and products of animal origin, in order to protect the life and health of people and animals, control items and goods that may be carriers of animal diseases.

Controlled by the state veterinary service:

  • Animals
  • Products and raw materials of animal origin
  • Veterinary medicinal products
  • Strains of microorganisms
  • Feed and feed additives
  • Veterinary technical means
  • Marketed plant foods

While at the checkpoint it is prohibited to:

  • Take photos and videos without the permission of the head of the border control unit
  • Use mobile devices
  • Offer employees of state control bodies material values
  • Enter the territory of the checkpoint or the service premises of the checkpoint in violation of the established procedure
  • Without appropriate permits to bring (import) weapons, explosives and other items (substances) into the territory of the checkpoint that pose a danger to the life or health of others

Priority admission can be used by:

  • Persons who are seriously ill, persons with obvious signs of pregnancy and disability, children under the age of 7, their accompanying persons and vehicles in which they follow
  • Vehicles that carry out regular transportation of passengers in international traffic
  • Live animals, perishable goods, radioactive materials, messages and other materials for the purposes of the mass media
  • Goods necessary in the aftermath of natural disasters, accidents, catastrophes, sent as humanitarian aid, other similar goods, as well as vehicles on which they move
  • Goods sent to the diplomatic missions and consular offices of Uzbekistan abroad
  • Goods sent to the highest bodies of the legislative, executive and judicial authorities of Uzbekistan

Customs control

General provisions for declaring goods transported by individuals for non-commercial purposes in carry-on baggage and accompanied baggage

  • Carried out when they cross the customs border simultaneously with the presentation of goods
  • In case of movement by a person under the age of sixteen, they are declared by the person accompanying him
  • May be declared by the person moving the goods or by any other person acting under a power of attorney
  • Responsibility for the accuracy of the information declared to the customs authority lies with the person declaring the goods

Dual lane system for customs control

For the purposes of declaring the goods being moved, the double corridor system may be used. At road, rail and air checkpoints, customs control, declaration and inspection of passengers and baggage are carried out using the dual corridor system in the prescribed manner:

"Green" corridor – a place specially designated at the points of arrival or departure, intended for the movement of goods across the customs border by individuals for non-commercial purposes in hand luggage and accompanied luggage.

"Red" corridor – a place specially designated at the places of arrival or departure, intended for the movement by individuals across the customs border of goods subject to declaration in writing, as well as goods in respect of which declaration is carried out at the request of an individual, in hand luggage and accompanied baggage .

In case of detection or availability of information about the passage through the "green" corridor of goods, the import or export of which is prohibited or restricted, and the value and / or quantity exceeds the maximum import norms, which are not subject to customs payments, customs declaration, an official of the customs authority has the right to apply in in relation to this person, a form of customs control to ensure compliance with customs legislation.
