Limit norms of duty-free import of goods by citizens into the territory of the Republic of Uzbekistan



According to the Decree of the President of the Republic of Uzbekistan No. PP-3512 (in Russian) dated 06.02.2018 "On measures to further streamline the movement of goods by individuals across the customs border" in order to streamline the movement of goods by individuals across the customs border, to ensure compliance with the conditions for customs clearance of goods generally accepted world standards, simplification of customs procedures and formalities, as well as the creation of the most favorable conditions for individuals crossing the customs border, the following norms for the import and export of goods have been established:

Limit norms for the import of goods into the republic by an individual that are not subject to customs duties:

  • $ 2,000 (two thousand US dollars) – when crossing the customs border through the international airports of the Republic of Uzbekistan
  • $ 1,000 (one thousand US dollars) – when crossing the customs border through railway and river checkpoints of the State Border of the Republic of Uzbekistan
  • $ 300 (three hundred US dollars) – when crossing the customs border through road (pedestrian) checkpoints of the State Border of the Republic of Uzbekistan
  • $ 1,000 (one thousand US dollars) – for goods arriving at the address of an individual in international courier shipments (within one calendar quarter)
  • $ 100 (one hundred US dollars) – for goods arriving at the address of an individual in international mail

The maximum rate of export of goods from the republic by an individual:

  • $ 5,000 (five thousand US dollars) – without submitting a customs declaration

According to the adopted resolution of the Cabinet of Ministers No. 463 of June 22, 2018 (in Russian) "On additional measures to improve the procedure for the transportation of goods by individuals to the Republic of Uzbekistan", the quantitative norms of import through road (pedestrian), railway and river checkpoints of the State Border Of the Republic of Uzbekistan by individuals are supplemented with a list and the number of individual goods that are not subject to customs duties.

  • The cost of these goods is included in the maximum norms for the import of goods into the republic by an individual through road (pedestrian), railway and river checkpoints of the State Border of the Republic of Uzbekistan, which are not subject to customs duties, established by the decree of the President of the Republic of Uzbekistan No. PP-3512 dated February 6, 2018 . "On measures to further streamline the movement of goods by individuals across the customs border."
  • Important! Quantitative norms for the import of goods without payment of customs duties are applied only at the first crossing by an individual of the checkpoint of the State Border of the Republic of Uzbekistan within a specified period. For the second, third, etc. crossing the border in the same month (for item 21 of the list - on the same day), you will have to make customs payments, even if the first time the citizen did not import anything at all. (The basis for determining the fact of crossing the checkpoint of the State Border of the Republic of Uzbekistan is the mark of the border services, stamped in the passport of an individual provided to the customs authority)
  • When importing any of the above goods in excess of the established norms and / or frequency, customs payments are levied in the prescribed manner.

There is also a fairly large list of goods that cannot be exportedfrom the territory of the Republic of Uzbekistan. It is better to familiarize yourself with it in advance. Such goods and means include:

  • Silkworm cocoons and silk waste
  • Cereals: buckwheat, corn, oats and some other crops, buckwheat
  • Ethanol
  • Products that contain natural pearls or precious stones
  • Fur and leather raw materials
  • Meat products and offal (this restriction also applies to poultry)
  • Military equipment, ammunition, weapons, explosives, special equipment and other similar products
  • Non-ferrous scrap
  • Saiga antlers, sika deer skins, marals
  • Plants listed in the Red Book and rare animals

If the law is violated, you will have to pay a fine, and in especially serious cases, the case may end with deportation or imprisonment.

Many tourists export dried fruits from Uzbekistan, in connection with which the question often arises: are there any restrictions on this? Local legislation did not establish them. When exporting dried apricots, apricots or other fruits for personal use, no sanctions will follow. In small quantities, dried fruits are allowed to be transported across the border. Problems can arise only in cases where the goods are exported by trucks.

As for souvenirs, ordinary inexpensive goods can be exported without any restrictions. But to take out products that are antiques or of cultural value, it just won't work. You will need:

  • Present a document that allows the export of valuable items
  • Availability of receipts for all valuable items purchased in Uzbekistan

For tangible cultural objects, for example, icons, samovars, carpets and antiques, you must have a certificate that these items have no historical value (a certificate can be obtained from the store where these items were purchased, or from the Ministry of Culture)

For those who have already arrived at customs control, but were not aware of these requirements, there is still a way out. A specialist from the Ministry of Culture always works at the Tashkent airport, who will conduct an expert check. The state duty for this service will have to be paid immediately.
