The procedure and norms for the import and export of medicines and medical devices by individuals



The procedure and norms for the import and export of medicines, including narcotic drugs and psychotropic substances, medical products by individuals for personal use is determined by the Appendix to the Resolution of the Cabinet of Ministers No. 191 dated 06/08/2016 in accordance with the laws of the Republic of Uzbekistan No.ZRU-399 dated 04.01.2016 "On medicines and pharmaceutical activities" and No. 813-I dated 19.08.1999 "On narcotic drugs and psychotropic substances", by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 330 dated 12.11.2015 "On improving the import procedure, export and transit through the territory of the Republic of Uzbekistan of narcotic drugs, psychotropic substances and precursors, as well as control over their circulation."

Basic concepts of drug definition:

  • Medicines – products obtained on the basis of medicinal substances (substances) and excipients, medicinal substances (substances), medicinal products approved for use in medical practice for the prevention, diagnosis and treatment of diseases, as well as for changing the state and functions of the human body
  • Medical products – products approved for use in medical practice for the prevention, diagnosis and treatment of diseases, as well as for changing the conditions and functions of the human body
  • Medications – dosed, packaged medicinal products, ready for use
  • Homeopathic medicines – single or multicomponent preparations containing, as a rule, microdoses of active compounds, produced using a special technology and intended for oral, injection or local use, in the form of various dosage forms
  • Solution – a liquid dosage form obtained by dissolving liquid, solid or gaseous substances in an appropriate solvent, used for internal and external use, as well as for injections
  • Infusion solutions – liquid solutions intended for introduction into the body through a blood vessel
  • Solutions for injection – sterile aqueous or non-aqueous solutions of medicinal substances in an appropriate solvent
  • External medicines – ointments, emulsions, liniments, lotions, jellies, gels, foams, pastes, solutions, talkers, powders, tinctures, aerosols and other forms of medicines intended for external use

It is allowed to import and export medicines and medical products without state registration and without customs clearance, if they are intended for:

  • Personal use by individuals during their stay in the country
  • Treatment of a patient living in the Republic of Uzbekistan and abroad, on the basis of a medical indication, confirmed by a medical institution, within the course of treatment
  • Personal use of diplomatic and administrative-technical personnel of diplomatic and equivalent missions, including members of their families living with them
  • Providing first aid to passengers of a vehicle arriving in or leaving the territory of the Republic of Uzbekistan, and are included in the medical kit
  • Treatment of participants in international scientific, cultural, sports events held in the Republic of Uzbekistan and abroad, as well as participants in international expeditions

Medicines and medical products when imported and exported by individuals for personal use must be used exclusively for the provision of medical care to these persons and cannot be transferred or sold to other persons.

Norms of import and export of medicines and medical products

Without presenting a document issued by a medical institution of the country of residence or stay, by individuals for personal use, import and export are carried out:

  • Medicines in the amount of up to 10 medicines of various names and no more than 5 packages of medicines for each of them
  • Medical products in the amount of no more than 5 units

Moreover, one package should contain:

  • For solid dosage forms (tablets, dragees, granules, powders, capsules) – no more than 100 units
  • For powders used to prepare a solution – no more than 500 g
  • For homeopathic medicines in the form of granules – no more than 50 g
  • For infusion solutions and solutions taken orally – no more than 500 ml
  • Solutions for injection – no more than 10 ampoules or no more than 10 vials
  • For external drugs – no more than 200 ml or 200 g

Medicines and medical devices must be in the manufacturer's packaging.

When importing and exporting medicines in an amount exceeding the specified amount, individuals submit to the customs authorities a document issued by a medical institution of the country of residence or stay to a specific individual, indicating the name of the drug intended for his personal use, its dosage form and the recommended amount for a course of treatment.

The procedure for the import and export of medicines containing narcotic drugs and psychotropic substances

The import and export of limited quantities of narcotic drugs and psychotropic substances in medical kits on sea (river) ships, airplanes of international traffic for the provision of first aid are carried out without a license in compliance with control measures determined by the legislation of the state where the corresponding vehicles are registered.

The import and export of medicines containing narcotic drugs and psychotropic substances by individuals for personal use is carried out in accordance with the lists approved by the Resolution of the Cabinet of Ministers No. 330 dated 12.11.2015:

  • Narcotic drugs, the circulation of which is prohibited in the Republic of Uzbekistan (List I, according to Appendix No. 4)
  • Narcotic drugs, the circulation of which in the Republic of Uzbekistan is limited (List II, according to Appendix No. 5)
  • Psychotropic substances, the circulation of which in the Republic of Uzbekistan is limited (List III, according to Appendix No. 6)
  • Precursors, the turnover of which in the Republic of Uzbekistan is limited (List IV, according to Appendix No. 7)

It is allowed to export narcotic drugs in quantities not exceeding the 7-day requirement, subject to the conclusion of the medical advisory commission (MAC) of the medical institution, certified by the seal.

It is allowed to import narcotic drugs in quantities not exceeding the 7-day requirement, provided that there are documents issued by the medical institution of the country of residence or stay, confirming the recommended amount for the course of treatment.

It is allowed to import and export psychotropic substances by individuals for personal use without presenting a document issued by a medical institution of the country of residence or stay, in the amount of up to 5 drugs of various names and no more than two packages of each of them, within the course of treatment.

When crossing the customs border at checkpoints, individuals are required to declare that they have narcotic drugs and psychotropic substances, while for narcotic drugs – submit to the customs authority a document issued by a medical institution of the country of residence or residence of the individual, indicating the name of the drug, its dosage form and the recommended amount per course of treatment.

The customs authorities of the Republic of Uzbekistan, in the prescribed manner, control the availability of documents issued by a medical institution, and the compliance of the information specified in them with the names and quantities of narcotic drugs and psychotropic substances in the possession of an individual.

If individuals exceed the names and quantities of narcotic drugs and psychotropic substances specified in the document issued by the medical institution and declared to the customs authority, the surplus is subject to seizure and destruction in accordance with the established procedure.

Individuals are responsible for the accuracy of the information provided when importing and exporting medicines and medical products by individuals for personal use, including narcotic drugs and psychotropic substances.
